Proposed Zoning By-law amendment to recognize existing lots of record on private roads

NOTICE OF PUBLIC MEETING CONCERNING PROPOSED ZONING BY-LAW AMENDMENT

TAKE NOTICE that the Council of the Corporation of the Municipality of Whitestone is holding a Public Meeting pursuant to Section 34 of the Planning Act, on Tuesday, December 13, 2022.

THE PURPOSE of the proposed Zoning By-law amendment is to amend Section 3.26 of the Municipality of Whitestone’s Comprehensive Zoning By-law No. 07-2018 to recognize existing lots of record on private roads.  The Municipality recently adopted an Official Plan Amendment (O.P.A. No. 2) that allows for building on existing lots of record on backlots.

THE EFFECT of the proposed Zoning By-law amendment is to allow existing parcels of land not fronting on a year round publicly maintained road nor on a recreational waterbody to be eligible for a building permit.

The proposed Zoning By-law amendment under consideration will apply to the whole of the Municipality of Whitestone and as such, no key map has been provided on this notice.

Participants will also be able to join the meeting by Zoom video conferencing with an option for ‘call in’ only. The Public is welcome to access the meeting and instructions will be placed on the Council agenda and the agenda will be posted on the Municipal website.

ORAL OR WRITTEN SUBMISSIONS may be made by the public either in support or in opposition to the proposed Zoning By-law amendment. Any person may attend the public meeting and make an oral submission or direct a written submission to the CAO-Clerk at the address below, and submissions will be considered as public information and become part of the public record. All those present at the public meeting will be given the opportunity to make an oral submission.

APPEALS AND NOTICE OF DECISION: If a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Whitestone before the proposed Zoning By-law amendment is passed, the person or public body is not entitled to appeal the decision of the Municipality of Whitestone to the Ontario Land Tribunal (OLT) and the person or public body may not be added as a party to the hearing of an appeal before the OLT unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

To protect your appeal rights, if you wish to be notified of the decision of the Municipality of Whitestone on the proposed Zoning By-law amendment, you must make a written request to the CAO-Clerk, by email to michelle.hendry@whitestone.ca or by mail to 21 Church Street, Dunchurch, ON P0A 1G0. Please include your name and mailing address in the correspondence.

WWKCA Planning & Development (PAD) Report on proposed Keene Subdivision

The Planning and Development Committee (PAD) of WWKCA has worked tirelessly over the weekend to prepare a response to the report we received on Friday regarding the revised Keene subdivision proposal. The below PAD report is attached for you. It sets out our concerns with the proposed Keene subdivision

Planning & Development (PAD) Committee Report for Presentation to Council Tuesday October 18th 

As you may know, a revised Keene subdivision proposal for the Top Lake has been submitted and will be presented before Whitestone Council on October 18th, 2022. The revisions are limited (was 9 lots, now 8 lots) and many issues highlighted by the Planning & Development Committee (PAD) of WWKCA at the council meeting on July 19th, 2022 have not been addressed.

Proposed 9 Lot Subdivision

The Municipality of Whitestone is in receipt of a complete draft Plan of Subdivision application for a proposed Plan of Subdivision on Lake Wahwashkesh. The Purpose of the proposed Plan of Subdivision is to create nine (9) residential waterfront lots on Lake Wahwashkesh in Part of Lot 28, Concession 9, geographic Township of McKenzie. The subject property is approximately 32 acres.
They will be holding a public meeting to consider the proposed Plan of Subdivision.
